For the first time in eight years, China is sending a senior official to the Shangri-La Dialogue hosted by the London-based International Institute for Strategic Studies in Singapore, reports the state-run Global Times.
Defense Minister Gen. Wei Fenghe will attend regardless of whether he meets with a U.S. representative at the forum, the newspaper said on Wednesday.
