The Afghan and U.S. governments have formalized a breakthrough deal that puts Afghans in charge of night raids on suspected insurgents, reports the Wall Street Journal.
Under Sunday's agreement, Afghan judges will regulate night raids, limit U.S. searches of Afghan homes and prevent American forces from directly interrogating detainees.
