The Japanese Transport Ministry may give the coast guard police powers for inspections in certain situations, reports the Asahi Shimbun.
Under guidelines being reviewed, the coast guard could require inspections of suspected of illegal activities and to impose penalties, such as fines, on foreign vessels attempting to illegally fish and smuggle drugs in Japanese waters.
