The top officer in the U.S. Army Reserve says that funding for the service has not kept up with its current responsibilities, reports the Hill (Washington, D.C.).
Over the last decade, the reserve has been used "as an operational force," while the Army requires that its "base budgets still be built around a strategic force," Lt. Gen. Jack Stultz told reporters in Washington, D.C.
