The Russian army may experience a 15 to 25 percent shortage of conscripts this year, leaving its ranks undermanned, Agence France-Presse reports.
Officials say that under 550,000 men will be drafted this year, bringing the army's total manpower to 750,000 to 850,000 troops, which would be short of the planned million-man army.
