Russia has earmarked spending about $125 billion for arms by 2011, RIA Novosti reports.
The procurement figure includes $31 billion for 2009, according to Prime Minister Vladimir Putin.
"The modernization of defense industry enterprises as well as the development of modern weapons should continue," Putin said.
Federal defense programs need to be reviewed and "streamlined," said the prime minister.
