Defense Secretary Robert Gates has ordered all U.S. armed services to adopt a standard set of counterinsurgency tools modeled after those initiated in Afghanistan by Army Gen. Stanley McChrystal, Defense News reports.
The standards will be derived from McChrystal's "AfPak Hands" program, which focuses on gaining the support of the local population, said Garry Reid, deputy assistant secretary of defense for special operations and combat terrorism.
