40,000 Troops To Be Cut Over 2 Years, Says Army Document

The U.S. Army plans to reduce its end-strength by 40,000 soldiers over the next two years, according to a service document obtained by USA Today.
An additional 17,000 civilian positions would be cut under the plan, which is expected to be announced later this week.
The current Army level is 490,000.
