The group historically operated from Cairo, but most of its most recent operations have been centered outside Egypt. Most of the Al-Jihad network was reportedly located in Afghanistan, Lebanon, Pakistan, the U.K. and Yemen.

When an independent group, Al-Jihad's historical goal was the overthrow of the Egyptian state and the establishment of an Islamic theocracy.
