The president is commander in chief of the armed forces. Brazil did not have a unified Defense Ministry until June 1999 due to inter-service rivalry. Before that point, each branch (the Army, Navy, and Air Force) retained its own independent ministry and each service head held a cabinet rank as a minister. The sitting Minister of Defense at time of publication is José Múcio Monteiro Filho, a civilian by background.
