NATO's civilian and military budgets are funded by direct and indirect contributions from member countries. Direct contributions are based on relative gross national income of the member states. The cost-sharing formula from January 2021 to December 2024 included Montenegro, as the smallest contributor, providing 0.0291 percent of NATO's military budget. The U.S. and Germany, as the largest, both provided 16.3444 percent.
