Upon gaining independence, Lithuania was left having to build an armed force from the ground up. The lack of any available equipment or ordnance, combined with economic tribulations experienced first during the Russian financial crisis of 1998 and again following the 2008 global financial crisis, resulted in the dilatory pace of Lithuania's ongoing military evolution.
