The leaders of the NATO member states met last week in Vilnius, the capital of Lithuania, for an annual summit. To little surprise, the talks were dominated by Ukraine, which has been fighting a Russian invasion with NATO support for more than a year. Alliance leaders declared ongoing support for Kyiv. President Joe Biden’s speech at the summit focused on countering Russian aggression in Ukraine, stressing that NATO was a “bulwark of global security and stability.” Russian President Vladimir Putin’s invasion in February 2022 has united the alliance in a way unseen for decades. In 2019, French President Emmanuel Macron opined that the alliance was “brain dead.” Prior to the latest summit on July 11-12, he called for NATO to provide clear and strong security guarantees for Ukraine.
