The Warsaw Security Forum (WSF) is the only annual gathering of defense and foreign policy leaders in Central and Eastern Europe. Since 2014, this event has increasingly focused on the expansionist and volatile nature of Vladimir Putin’s Russia. Until this year, panel discussions at the forum centered on potential future Russian aggression after its 2014 invasion and occupation of Crimea and parts of the Donetsk and Luhansk regions in eastern Ukraine, as well as Russian poison attacks on individuals within and beyond Russia. Despite years of discussion and speculation, no one seriously thought that Russia would launch a full-scale invasion of Ukraine, starting the first major war in the center of the continent since World War II.
