The Colombian army was long locked in a three-way civil war with left-wing insurgents and right-wing paramilitary groups. Officially, the paramilitaries have been demobilized. The ELN rebels have been seriously negotiating with the government of late, following a 2016 peace deal with the FARC. The government has both expanded the army's mission against insurgents and directed it to become more efficient and transparent in the use of its financial resources.
